Englsih Assessment

Hi, can you help me regarding English Assessment.

Since I dont' have Ielts certificate, I am attaching a Letter from Institute.

I have 1-year Master and 3-year Bachelor from Pakistan and had assessment of NARIC stating my Bachelor is equal to HND and Master is Bachelor.

so my question is that, can letter against Bachelor be evidence for English skill?... as per NARIC my bachelor is equal to HND. The guildline says the letter shouldb be against min 3 yers bachelor not Master or above.

please advice

thx 4 ur reply, in order to have Ielts it takes one month to have and get result of Ielts in Pakistan.

As you know there will be new changes coming in HSMP. I don't want to miss the change.

what do you think...do you know any timeline of new changes or when will it be applied?
