Can dependent visa holder in Germany, apply for UK visa?

Hi ,

One of my friend ( Indian passport holder) who is having dependent visa in Germany , can he apply for UK visitor visa if UK citizen give him reference ??

He is doing part time job and having his dependent visa till next March 2016 , but planning to visit at UK in Jan on one of family occassion , is it possible for him to get UK visitor visa ??

Where to apply section , shows India VFS centre , but he is in Germany . Can he as a dependent visa holder can apply for UK visitor visa if UK citizen give him reference and take care of his stay and expenses during his visit ?/
