ECAA1 partner documents

I'm not sure if ECAA1 (Ankara Agreement, Turkish Employed Person / Turkish Worker visa) is actually under EEA or not, so wasn't sure whether to post here or General Immigration.

On the ECAA1 application, it has sections for filling out dependant (partner) information, but the application itself makes no mention of supporting documents for dependants. I know some people have filled it out, provided the relevant dependant visa and passport with no other documentation and the partner has been granted a dependant visa.

But looking at the family members information page on https://www.gov.uk/turkish-worker/family-members it lists documents to provide, including:
  • for your partner, a marriage certificate or proof you’ve lived together for at least 2 years if you’re not married

    proof your partner or child are living permanently with you, eg utility bills, bank statements, other official documents (such as NHS letters) with your address on them
Someone without access to the web, or who just hadn't looked at that page, would presumably not have any hint that other documents are required from the application itself. Is the website just providing advice? Or are those actual legal requirements?

I found the answer to my own question. The application was sent with only what was asked in the the application itself, so with no documents as evidence of dependant living with spouse.

A few weeks after sending the application, then providing biometrics, the Home Office sent a letter, labeled ICD.4269 at the bottom, asking for further documents/information. They requested:
Evidence that your spouse is resident in the UK and resides at your address. This can be in the form of bank statements, utility bills, doctors letters etc.
So even though they didn't ask for any of it for a previous application, they required it this time. So if you're applying with a dependant, be sure to look at the information on the web here as well as the guidance on the application itself.

Relevant documents were sent and the ECAA employed person and dependant visa was granted 7 weeks after being applied for.
