I am a ILR holder. I'm getting married in november. Can my wife work in uk after she comes in december.

Hi,

I am an ILR holder. My wife has been granted settlement visa for 2 years.

1) Can she work in UK when she is in this type of visa.
2) When is she eligible to apply for her ILR.

She can work in any capacity under the settlement visa. As far as I know there is no restriction. At the end of the settlement visa she will eligible to apply for ILR

Sorry for typing the message with spelling mistakes.

As we both are indians, can my wife apply for her new passport for the change of surname here in UK.

If she can apply for the new passport, should the visa need to be endorsed in the new passport.

If you are talking about an Indian passport, yes you can approach the indian consulate and apply for new passport based on change of name. They also have misc services where amendments are made to the passport for reasons including change of name. Not sure if this falls in that bracket. Its best to check with them directly.
If she can apply for the new passport, should the visa need to be endorsed in the new passport.
Not necessary as you can carry old passport when travelling out of the country. But it is recommended that you move it to the new passport.

She must have a bona fide job offer as verifiable by the Department of Social Security to apply for a National Insurance Number or failing that have definitive proof of eligibility for a benefit not on the 'public funds' list given that she is under UK immigration control. I hope that helps.
