My Flro is refused now i want to apply for marriage visa , i live with my european partner,
Plz advise me can i apply for flro again ? so i can make my documents to submit for partner visa .

Are you saying you intend to marry your EEA partner? Family members of EEA nationals aren't able to apply for a 'marriage visa'. It would be an application for a family permit under EEA regulations, but you haven't given enough information for anyone to advise on whether you qualify or not. :?

Yes we intend to marry now, but i dont have valid visa as my flro is refused recently , and my passport is still with HO,
Plz advise me what shall i do?

You might struggle to marry as you have to give notice (28 days) at an approved Registrar to marry and they have a duty to notify HO of all non-EU migrants wishing to marry.

As you don't have valid leave to remain, this notice period will likely be extended to 70 days for HO to investigate and interview you/fiance. Only if HO are 'happy', will you be given permission to marry.

The fact that you do not have your passport is another hurdle for you.

What is your full immigration history?
