I'm a Romanian national who has been living in the Uk since 2007. After some hesitation I finally decided to apply for BC however I was hit by the CSI requirement (like many others from this forum). Before risking to lose £900 for my application I decided to follow the advice given to others in my situation and just apply for a PR certificate in the first instance. Piecing together bits of info from several threads I think that I can get away with the CSI requirement but I'd like to clarify this with someone more knowledgeable. Here's my timeline in the UK
Sept 2007- Sept 2011 (4 years): Full time student (did a BSc and an MSc) + I was also a part time worker (I have P60s from all these years that show earnings of £2500 - £5000 /per year). I have applied and received a yellow registration certificate on 29th Nov 2007.
Sept 2011 - started a 4 year PhD program. Quit my job in Sept (have the P45) and have gotten another part time job at my Uni only in August 2012 which I still have. Hence no P60 for 2012.
2013 and 2014 are covered by P60's from a P/T job during my PhD. I didn't have an EHIC card or health insurance as I wasn't aware of its necessity.
I cannot apply for PR on a worker basis since I have an 11 month gap in my employment between sept 2011 and August 2012. However according to Annex B "transitional arrangements for students", my CSI requirement should be dismissed since I have received my yellow card in 2007: https://www.gov.uk/government/uploads/s ... apter6.pdf
