British citizen's dependent

Hi all,
one of my friend is British citizen but he got married in back home. 3 years ago his wife joined with him as his dependent. now last month he applied for her extension but got refused. HO gave her appeal right . but she has to go back her country and appeal from their. now my friend would like to apply again for her instead of appeal. when she came in this country she did IELTS. now question is does she need to take English test again ? or she can use her old IELTS.

One would think that for British citizens, the UK is "back home".

When did his wife join him (month and year)? What form did he apply on last month?
