Medium of Instruction letter

Hi,

I completed my B. tech under Andhra University.
I need the letter for medium of instruction in English for HSMP appln.
Can anyone who has obtained such letter from Andhra University, please provide some guidance.
Where do we get it? How to apply?
How long does it take?
