Council TAX document is mandatory for Family visa?

I not sure if this question is replied before anywhere?
I am in UK since March/2007 under HSMP.
I am on job since Apr/2007.
I am currently renting a room (not a house or flat) in London.
Now my family is in Pakistan is planning to apply for EC in Dec/2007 and will be here in UK by Feb/2008.
I have two children, so I have to provide a proof of accommodation of 2bed room.


My question:
Do I have to rent a 2bed room house now and wait for one month to have Council TAX document (on my name) so family can apply EC?
London is not cheap place to rent a 2bed room house 2-3 months before arrival of the family.
How important is the document for applying EC as dependent?
Can I provide tenancy document of future instead?

Hello

Council tax bills not necessary for getting dependent visas, though you need a rent agreement that you are renting a room or flat. Your bankstatments should be your proof of adress.

I have verbal agreement with my owner of house. he is agree to signe contract.
Can someone please give me the sample tenancy agreement.
