EEA Family permit renew

Hi,
I'm an Italian women and my husband is from Dominican Republic so last year to go to London we had to submit an EEA family permit because my husband can't travel without that. This visa has expired in November 2015 and now we have to return to England so I want to know if we have to submit the same process and go to Boarding Agency in Rome with all documents required to make again fingerprints of my husband or we can submit visa online. The problem is about where we live because Rome is very far from our city and we want to know if it's possible for this renew do the process by web and send all documents by post office.

FP applications are done online (except for people in N Korea).

Yes, last time we do it online but then they give us an appointment and we had to go in person to Rome to register fingerprints. They have already my housband's fingerprints so I ask if it's possible for the renew do everything online.

My understanding is a new application will require a further enrolment of biometrics.

Not aware that renewal is an option.
And how would authorities know an applicant was the same person as before unless they take biometrics.
