Tier 2 ICT to EEA?

My husband and I are both currently living in the UK, on Tier2 ICT visa. I am on the spousal visa (through my husband's job). I'm in the process of obtaining my Italian citizenship (husband will be able to apply for his through marriage after i get mine, but that takes awhile). Once I get mine, can my husband change over to EEA FM visa to work/live in UK? Does a cooling off period apply? Are we eligible to apply for LTR in UK (after 5 yr)?

If you exercise treaty rights you can sponsor your non-EEA spouse.
Spouse can apply for RC; interim COA may/may not confirm right to work.
RC can take 6 months - check forum timelines.

There is no LTR on EU route;
a qualified person (& dependents) can acquire PR by exercising treaty rights continuously for 5 years.
