I am a British Citizen and my father is an EEA national who is willing to apply for a registration certificate as a qualified person, he is going to use the Self-sufficient route. He worked in Germany for the last 13 years or so. He has just retired and no longer working in Germany and is planning to come and stay with me in the UK hence the registration certificate application.
My question is
To apply for the EEA (QP) (Self-sufficient), does my father need to make the application from the UK? or can he apply from Germany?
If he had to be in the UK to make the application my next question is: is there a minimum length of stay that he needs to show on his application as a UK resident?

My father might not be able to come straight away. I just was wondering while he's in Germany whether he could make the application for RC. I was led to believe that having RC is better for the long run especially with the coming referendum. I am not clear whether applying from Germany is a possibility.

Under EU law, as you father is retired and been working in Germany, then Germany should issue him with an S1 to cover his all healthcare when he retires to another EEA country. Unlike an EHIC, which is only limited cover for those who are temporalily in another EEA country, the S1 is for those who are retired and covers all their health bills if they retire to another EEA country. He produces his S1 issued by Germany, to the NHS which shows that Germany will pay for all his NHS treatment and the NHS then bill Germany (just as other EEA countries bills the UK when a UK S1 is produced).kassan wrote:Thank you again,
