(1) what is further meaning further leave to remain (flr,lr ) and discretionary leave ?
(2) who can get or apply for further leave to remain (flr,lr ) and discretionary leave ? :D

FLR(LR) is for long residence applicants who have had legal stay but not met the LIUK or KOL. The 'LR' meaning Long Residence

Discretionary leave to remain is a different category on FLR(O) or also FLR(FP). You need sound and valid reasons for either of these.

Who can get either, depends on why you are asking. Your question is very broad and there are many scenarios so unless you are more specific with what you are asking for, not much help can be given as their are a large range of reasons why FLR(O) or FLR(FP) are applied for.

Given that in your other post you have applied for citizenship, I don't understand your question about these applications.
