Can i show Fixed Deposit, ULIP as bank balance

Hi,

Iam having few questions.

1) My Surname in passport, current company offer letter is in expanded form but in all of my certificates it is in abbreviated form, will it be a problem?
2) Can i show Fixed Deposit, ULIP as bank balance when i go for EC?
3) When the new rules will come in effect? iam planning to apply in the month of Jan
