second residence card soon expiring

hi,
I was wondering if anyone of you came across similar situation.
My husband is a holder of a EEA residence card for 5 years , it is due to expire in September 2016.
We have left last year UK and moved to Malta for work.Now considering return back to the UK.
Can someone tell me after my husbands residency card expires can he apply for permanent residency even though we left UK for 12 months?
As far as I am concerned permanent residency is only granted if you lived in the UK the past 5 years.
Not really sure.Could someone be so kind and advise?
