Tier 1 ‘entrepreneurial team’ one in UK and one outside UK

Hi,
I (currently in the UK on Tier 2 sponsor visa) am planning to apply Tier 1 Entrepreneur application by forming an ‘entrepreneurial team’ with my sister (who is back in home country). We like to form an accounting and consulting firm due to our relevant professional qualifications and working experience.
I have access to £200k funds in my UK bank account (borrowed from my brother).

Can anyone help in following:-
1) Can I form ‘entrepreneurial team’ with my sister? Is it allowed under Tier 1 guidance?
2) If yes, how should we apply together (one in the UK and one back in home country), funds are only in my UK bank account? Can I sign a declaration letter for my sister confirming access to funds in my bank account?
3) Or I should apply first if my application is approved then my sister should apply as a team member?

Really appreciate any comments or someone share similar experience?

1) Yes, you can apply as a team with your sister. However she will have to apply for entry clearance while you switch in the UK.
2) Yes, you need to make the fund available to her as a third party If you kept the money in the your account for at least 90 days. Otherwise your brother needs to write such letter as a third party, making the funds available to both of you.
3) No, You cannot add a team member later on. You need to apply and give her name as the team member in your application while she applied from outside, doing the same. You both have to supply all the required documents
