This is wrong. I have been here since I was 2 years old, that's 25 years, and it would be seriously difficult for me to give HO information from that entire period! You don't need to give evidence of anything before your qualifying period.
It is entirely understandable that you cannot recall exact travel dates from 2009/2010. Unless you were out of the country for months at a time, it shouldn't be a problem. Write in the other information box that you had a few short trips but didn't know exact dates. As long as your evidence shows you were still resident here, you'll be fine.
P60's, a couple of payslips, bank statements from each year and employer letter are all good evidence. Put the whole lot in.
Council tax single person discount is not a "benefit" in that sense.
