exceptional qualification letter format for HSMP !

Hi There

I have completed my graduation in 2002 and have not yet received my degree certificate. Provisional certificate is not acceptable by HSMP Team. I have already done the evaluation of my degree from NARIC which is equivlant to UK bachelor degree standard.

My university has issued me a letter mentioning the reason for not issuing the degree. I`ll highly appreciate if I can have some feedback in order to make sure that everything is mentioned as per HSMP standard. Below is the draft:

Subject: Detail of exceptional circumstances for not issuing degree

Dear Sir

I am directed to inform you that Mr. XXX has passed B.Sc Electrical Engineering examination from this university under registration number XXX on 01-March-02.

His degree is ready for counter signature of the worthy chancellor/president of XXX but due to erathquake crisis his official engagements have increased manifold. The degree will be issued to him as soon as counter signed by the worthy chancellor/president of XXX. We have already issued him provisional certificate vide letter No. XXX
