You have a misunderstanding here.
Noone can apply for PR simply on the basis of marriage to a BC!
As you are a BC you are not considered to be an EEA national any more.
If spouse is EEA (I think you said both of you are) then he can apply for PR once he has acquired it.
As husband needs to apply in his own right your activity in UK (and your marriage) cannot actually help him.
Husband acquires PR by exercising treaty rights as a qualified person, continuously (for 5 years), in UK.
If he has been working for 4 years in UK already then hubby has perhaps 1 more year to go before acquiring PR.
When did husband arrive in UK?
Is hubby exercising treaty rights now / has he been doing so since entering UK?
What does he do?
Is he an A8 national?
Any prolonged absences from UK?
