Hi, I am in a somewhat similar situation. I got the letter requesting to send payment slip as card was declined. The sender's address is L2 0QN. I sent it to L3 9PP as along with the payment slip I got letter to submit biometrics as well from the L3 9PP. I contacted the nationality services enquiry number and they said that it's in the same building so there is a chance that the mail will be directed to correct department. I sent the slip last Friday, still waiting for the payment go be deducted.
It's quite a long time that this thread was started, when was the payment deducted for your friend? Please let me know.

The payments are taken in batches and there seems to be a big backlog at the moment, probably due to a high number of applications which were rushed in before the fee increase on 18th March. Have a look at the March timeline thread:

HO received my application on the 10th and debited the fees on the 19th, yet people who applied only a few days later are only just having their fees debited now.

It can take up to 6 weeks for payment to be taken.
