Proof of extended family member dependency: sister-in-law

This forum has helped me a lot in the past. Now I have a new question and hope to get your valuable advice.

I am an EEA citizen working full time, my husband is a non -EEA citizen with EEA 5 years Residence card in UK, he is also employed. We have good income.

Recently we started supporting financially my sister-in-law (my husbands sister), she lives in my husbands home country. She has a two year old daughter. She is not employed.

Before coming to UK, I was living and working in my husbands home country as well for several years.

Now we want to invite my sister-in-law and her daughter to visit us for a couple of months.

1) Are they eligible to get EEA FP as dependent extended family members?
2) For how long period of time do they have to be dependent to qualify? For how many months does my sister-in-law has to provide her bank statements?
3) What other supporting documents does she have to provide?

Yes, she is married, but her husband's salary is very low. Will it be a factor not to grant her "dependency status?"

Yes, when I was living in Egypt, for some time she was living with us. But it will be hard to prove (no utility bills or other similar proofs of address). Could I just mention in it my cover letter?

My understanding is It really depends how dependent sister is on your support for her basic needs (for example, food, shelter) and how much comes from her husband.
If husband provides those things then sister is perhaps less dependent on you.

You will need to provide supporting evidence, a cover letter by itself is unlikely to be enough.

At the end of the day it doesn't cost much to apply so maybe the best thing is to just go for it.
