Changing the job while EEA PR application in process

You should inform HO about change of employment because when you sign the declaration it was clearly mention to update HO in any kind of change ( address/emplyoment etc)

My Application got refuesd because my Sponser changed his employment when HO made a call to his previous work place (the employment details and addres which were mentioned on the application)

The fact that you changed jobs will have no bearing on the outcome of your application, however, as mentioned before it's better to let them know.
The link you posted seems to be for visa holders not EEA nationals - I suggest you write a letter to the EEA team including details of your change in circumstances and your case number if you have been assigned one already (if not just include your full name, DOB and address and they should be able to track your application down).
