Do EU residence permit holders need tourist visa to the UK?

Hope this is the correct place to ask this..

I've been struggling with this question for over a year now and CAN NOT get a reliable answer from anyone or anywhere online, so I really hope someone here can help.

I am a British citizen, living in Germany with my Turkish wife. She has a German residence permit as an EU family member.

We want to visit my family in the UK but I can not for the life of me find out if she needs a visa or not. I know(I think) she can not enter the UK freely as just my family member as the EU rules don't apply there, but as she now has an EU residence permit, does this not give her the right to free travel in the EU?

If anyone can help answer this question I would be extremely greatful, if possible please give a source so that I can double check the details.

Thanks! That is exactly what I needed. I am assuming that British law doesn't override EU law in the UK in this situation right? As I am British, not French like in the example.
