Housing Associations

I applied for housing association apartments and was turned down that it is subsidized by Govt and if i take it, it constitutes public funds, that i can only get accommodation from private landlords. I sent a mail to HSMP about a month now to clarify but no reply yet.
1) Is this public funds
2) If not how can i get around this.
An eye for an eye will make the whole world blind.
