problem with greece ID

hi, situation like this. A man half greece, half albania. He came to UK on greece ID. When Id was due date he send back this to embassy and they didnt sent new one. As they explain in Greece there one big mess now. Is possibly if he will find lawyer, he can sort his papers somehow? Because he is stuck now, he cant travel. If lawyer can sort his papers who should it be, english lawyer or greece lawyer?

What nationality is he (rather than his ethnicity).
