When to apply for Naturalisation?

I have been issued UK blue travel document in June 2010 and it expired june 2015.
Am I eligible to apply for british passport straight away or i have to apply for naturalisation before british passport? Please advise me of right procedure in applying british passport

The entitlement to a British passport will only come after being granted British citizenship. They are completely separate processes.
Do you have ILR? If not, why haven't you applied for a new document?
"If an HOTD has expired or is full, the holder must apply for a new HOTD by completing
application form TD112 BRP and paying the appropriate fee. An existing HOTD cannot be
extended."


ILR is also a requirement before qualifying for BC.

I applied for indefinite Leave To Remain but I was granted Leave to Remain until Nov2018 on Biometric Residence Card.Can I apply for ILR on 2017 or I have to wait until Nov 2018?

Why were you refused ILR? You will only qualify for British citizenship after 12 months holding ILR unless married to a BC.

They didn't tell me why. They only stated article and law being reason whicj i don't understand in lane-man terms.
My friend also holds blue travel docs and explained that after his blue travel docs expired he applied for indefinite but was given extension for another two years so i thought it was normal.

"Notice of Rejection"
ADMINISTRATION REVIEW FOR REJECTION:
Thank you for application of 05th December 2015 for an administration review of decision of on your application for settlement Protection-Indefinite Leave To Remain. We are unable to accept because it is invalid and therefore it will not be considered.
Reasons why application has been rejected:
Administration review application must meet the requirement of paragraphs 34L to 34Y of the immigration rules (HC395), as well as the immigration Nationality (Fees) regulations, in order to be valid,
we have rejected the application for the following reason(s):
The application must be about "eligible decision",that is,one specify in immigration rules as eligible for administration review. The decision that you have applied to have reviewed is not eligible for administrative review.".. End of Letter

This is a refusal of your application for an Administrative Review following a refusal of ILR. What reason was given for refusing the ILR application?

There was "No" refusal
They just replied me in post with biometric residence card (until 2018)after applying for Indefinite Leave To Remain

There must have been correspondence. You can't just apply for AR if you don't know what you are applying for AR for.

There was not no any correspondent.
They have replied me with biometric residence card after applying indefinite Leave to remain

After they replied me with Biometric Residence Card I replied to them saying their decision was wrong because I did not apply to the Biometric Residence Card (card valid un 2018) but for Indefinite Leave To Remain. I went online and applied for Administrative review of their decision for Indefinite Leave To Remain.

It might help if you actually list your full immigration history. Without it, I don't think anyone can offer helpful advice.

What exactly does your BRP card say?? What correspondence did you get with the BRP card? Did you use a solicitor for your ILR application?

No I did not use a solicitor for my application.
I did it on my own.

Perhaps it's because you failed to apply for ILR before your travel document expired.

NOTE: i did NOT pay any fee bcos friends told me that refugees don't have to pay a fee for applying for indefinite Leave

My status did not expired before I applied . I applied exactly a month before the expire date on travel docs

Can you recommend a professional solicitor who can look at it for me?

I had been convicted for harassment in october 2015 for sending messages on facebook to a university colleaque. calling him chimpanzee with HIV which the court referred to as harassment and derogatory . Will that be the reason?
