Citizen through decent FBR date query

Some advice please!

My mother was born in 1943 and is entitled to register on the foreign births register through her grandmother who was born in Ireland.

What date will her registration be valid from, I am slightly confused by the 7th July 1956 date? Will she appear on the register as if from 1956, and if so would this mean that I could then register as this was well before I was born!
