A query on section 9 (9.3) EEA_PR form

Hello everyone
I am a UK citizen.
I am helping my Polish girlfriend to apply for PR, we have lived together for nearly 3 years.
In the form it says:

9.1 If you’re applying as the family member or extended family member of the relevant EEA national named in section 2, or because you have retained your right of residence, does the relevant EEA national have a document certifying permanent residence?

i answer yes and also answer yes to 9.3
9.3 Are you enclosing the document with your application?

then it says - if yes- go straight to section 16, which to me seems a bit strange that she doesn't have to enter any of her details on what she's been doing/where she's been living etc in the UK for the last 5 years, her studying and work.

Can anyone clarify this is the case?

Who are you referring to in those answers? Yourself or partner?
In 9.3 which document are you thinking of?

You cannot sponsor your partner as you are not (in this context) an EEA citizen..

Your partner, as the EEA national, needs to apply in her own right. She is the main applicant and does not have a sponsor.

it's her application, I understand from reading the form for Permanent Residency that I would be the sponsor as an extended family member (partner)?

No, as you are British.
