ILR Family

I am new to this, so i apologise if i am not asking the questions in the right manners.
This is actually for a friend i am doing some voluntary work with. It is quitre complicated but i am keeping a positve mind about the feedbacks.

He and his younger brother entered the country in November 1995. He was 15 at the time and his brother 8. They were brought in by their fathers friend and never really know the where bouts of their passports or entry documents. Their father has been in and out of the country between 1970 and 1980s. He returned to UK to stay in 87 after some political mess in Nigeria. I believed he overstayed on his passport then. But started claiming asylum from 1994 onwards. The asylum case has been unsuccessful or there was a long delay of some sort. To cut the story short the family applied for ILR in 2005 but have not had any concrete reply from the home office since. My friend is now considering withdrawing his application from his fathers and logging a separate application. He is worrying the ILR application will be rejected.

What kind of application can he applied for or where do you think he should start? He has no recollection of whereabouts of his passport but has attended secondary school, college and university in the UK from the age of 15.

Thanks for the reply. I have read through the link but i dont quite understand the eligibilty criteria.
Is he eligible for the ten years long residence now or does he have to wait for the 14 years long residence? He's been in the UK since November 1995. But im not sure if he can be counted as a family member of EEA national, Although his younger sister is a born here and holds a british passport.
