The registrar was legally bound to notify the Home Office. They are very likely to extend the marriage notification period from 28 to 70 days in order to interview you both separately before the wedding can take place. Your appeal may save you from being detained on the day of the interview. In any event, I don't believe you can marry without a valid passport. How short of 2 years living together are you?
Has your passport expired? :?

Proof of identity is a fundamental and well-publicised requirement in applying for EU-related documentation.
How else is HO supposed to know WHO you really are.
Do you have any other form of proof of identity?

Provided an appliant or an appellant can show thatRegulation 29A is engaged, they are entitled to succeed in their appeal or application , as the case may be, and the burden will be on the SSHD to justify refusal to exercise the discretion.

I doubt that you went to your embassy to renew your PR, but assuming that you mean they renewed your passport, why didn't you send this to the Home Office if they refused due to an expired passport?
