British passport for daughter (EU national)

Hi all, this is my first post on forum.
I done some search and there was some topics already about this but no answers how did it end.
I made application for passport for my daughter born in 2013.
I came to UK and started work in january 2007.
From 09/2007 to 06/2008 and 09/2010 to 07/2011 i was in education. During this period i was living with my parents and they supported me financially. I send all the requested p60s, all the school certificates, letter from school confirming i was in education with exact dates, home office. Now i received reply that they want letter from DWP confirming me and my parents werent in receipt of any public funds. I rang jobcentre, revenue tax credits but everyone say they dont issue such a letter. So i rang passport office and the lady told me she dont know how im going to do it but she wants it...
Im really confused now dont know what should i do now. Im working in UK for 9 years (except time i was at school) got all the documents i though are required but all the time they want some more informations ( it 3month now since i made application for passport) . What can i do now if DWP dont want issue me a letter? Im really in need of an advice please . Thank you

If not a citizen how are you settled in UK?
ILR or PR?

And how about other parent?

My husband is polish nationality aswell.
Im in uk for 9 years permanently and wasnt leaving country for more than for few days for holiday

So you are an EEA national, probably with PR.
Do you or husband have DCPR?

The letter requirement is for students and self sufficient qualified persons.
DWP should be familiar with it, it can't be the first time its been requested.
Suggest contact someone more senior at DWP for such a letter.

I did this a few months back; was self-sufficient for a while during my PR qualifying period and thought I'd send this letter with my DCPR application to make the HOs life easier. I requested it via this email (contact-us(at)jobcentreplus.gsi.gov.uk) which goes to a central department within DWP and received a letter confirming receipt of no benefits in the post within a few days.

Hi all,
Hope Im posting in right section. I need some advice, please.
My application for my daughter born in uk in 2013 have been refused last time i tried. I provided all needed documents from 2008 until 2013. I was working all the time full time except one year 2010-2011 i was studying full time. ( Was still working but only few days in a month through various agencies to get some extra money). I was living during that year with my parents - both full time working
My application has been declined as i didnt hold comprehensive sickness insurance. My questions are
1. When i was working just occasionally while studying does it help me somehow or i should still have CSI? ( I got some p45s to prove it - but as i said its only occasionally not all the time as had full time college. I havent sent them p45s for that year as i thought school certificates will be alright so dont know if its worth trying again going that way?)
2. If i was living with my parents when i was studying, they were working and i was under 21 - was i still in need of CSI?

Hope someone can give me some advice as i can see You guys have a very big knowledge after reading this forum. Lost a lot of money for "proffessional advices and solicitors" that didnt help me at all not giving even an clear answer.. Im losing my mind trying to find the answers to my questions but cant find exactly same situation as i described.

Im sorry cant edit the post anymore. Forgot to mention some informations that may help. I came to UK in 2006, Im EU national - Poland ( my husband also), my child was born here in 2013.
I have WRS.

When you were under 21, you were a direct family member. You may show that an EEA parent was a qualified person or had acquired PR, during this time.

Perhaps your daughter may try applying for confirmation of British nationality first?

With my last application i sent them my parents passports and all their p60's. When i started to study my parents were here about 4 years already. ( We come together in 2006 )
So if i was a direct family member does it mean i didnt need the CSI?

No, but your parents might have needed CSI or WRS (when you were a family member and not qualified yourself), depending on their circumstances.

They are full time working since they come here, without any longer gaps. Never been taking any public funds/benefits.

Should i attach some kind of letter with the next application that i want to act as an family member?

For at least a year when they started working. When you were a direct family member, under 21, it's the activities of the EEA parents that were relevant, not your activities, unless you happened to be qualified yourself.

I would need to check with them tomorrow to be hundred percent sure but as far as i remember they applied for the WRS in 2008 or 2009 if im right ( not straight away in 2006 when they came ) so they have for about 9 years already if thats what You are asking about. Sorry if Im misunderstanding ?

And my dad is working in the same company since he come to UK and since he got the WRS ( as there was something about staying with the employer for at least 1 year otherwise the wrs wasnt valid? Is that right?

Yes. He may have started being qualified person when he initially got the WRS.
