Appeal time for Irish type C short stay visa -from India

Hi ,
Can anyone advise how long they have seen recently the waiting time for type c - Visa appeal decision .
I applied for my parents short stay visa ( eu free movement right) from New Delhi India in Dec 2015. Their application was refused in March' 16 and we submitted the appeal papers in April .
The paperwork supplied detailing how to make appeal stated that it takes 8 weeks to make the decision.
We have been waiting for more than 16 weeks ,have not got the decision.

Just wondering anybody in similar situation. Has anybody got visa decision overturned after this kind of appeal.
