Register at Commercial Partner'

hi everybody
once again thanks for the help.

now i m stuck with Register at Commercial Partner'
what is this ?
i have already got my appointment date 20th october 2016 from visa4uk website for the category tier 1 ent partner .(dependent )
application status is complete and all steps are green, but Register at Commercial Partner' and print application is still black.
already paid fees appr 86k and user pay fee 5k total 91k on vis4uk website.

do i have to register and book an appointment on vfs global ?
if yes but why ?
also if yes then this date should be before 20th october 2016 for after 20th october 2016


please help as i got very less days
