convert from Tier 2 dependant to general with previous ICT

(Sorry if this has been asked before, but I couldn't find a good reference.)
My wife initially came to UK on a Tier 2 ICT short term visa on April 2013 and converted to a Tier 2 General dependant since Feb 2014 (by applying for entry clearance from outside the UK).

She is now planning to take a job at a new employer who may be interested to sponsor her Tier 2 General visa.
Is she eligible to convert to a Tier 2 general from a Tier 2 general dependant, given the fact that she had a Tier 2 ICT visa from April 2013-Feb 2014, and has lived in the UK as a Tier 2 general dependant since then?

Yes, she can apply for a Tier 2 General but she has to apply from home country.
