i just got a Refusal for my EEA family permit visa and thats the reasons in the picture ....what should i do now ?

You appear to have applied for a UK visitor visa;
you seem to have been refused as ECO believes that, in joining spouse, you will not return to home country.
What did you actually apply for?

i made a mistake in the application because i applied for Family visit but in the TLS Centre i told them the mistake and they said u need to give us profs of EEA spouce so thats what i did and it was considered as EEA Family permit

However the replies are in the context of a UK visit visa.
Suggest reapply (online) and make it clear what you are applying for.

They do have a duty to consider your case under the EEA Regulations if you have a right of entry into the UK , even if your intention is to stay permanently.
Post ought to have informed you of your rights.
How are you related to the EEA national?

she is studying in the uk and she have been living in uk since 2009

You will only be able to qualify for an EEA family permit if your spouse is a Qualified Person or an EEA national with a right of Permanent Residence.

Yes i will apply again for EEA family permit about the reasons of refusal in the visit visa those will be considered are a refusal for EEA permit or not ?

As I alluded in my previous post, different criteria applies to an application for EEA family permit than to visitors visa.

yes i know i readed that for sure can you tell me the reasons of refusal in most cases ? and what are the power things to add to my list ?
