Visa for Tier 1 ENterprenure Baby Visa

Hi

Please help me how I can apply for the tier 1 enterprenure baby visa. I have got my visa in June 2014 and my baby is 23 months. I have struggle to get passport from the indian ambassy as they took to long. and now I have maintain the balance for him now how I can apply for the dependent for him. Please help me soon as possible.
