Priority service visa

Hi I want to apply for spouse settlement visa for my wife.. I want to go for premium service from India.. please suggest me how to apply for this and how much do they charge??
Also how long will it take for processing..
and also for NHS surcharge how will they calculate?? I'm on ilr and I got 9 years visa .. will they charge £1800 ??
How we can manage in the application so that they can charge only 600£/2.5tears.. is there any link for that so that we can avoid to pay excessive amount ??

How are you on a 9 year visa if you have ILR Are you confusing this with your BRP?
