Urgent H1 query

Hi Friends,

I am an Indian and came to UK on HSMP on June 2007.
When I was in india I applied for H1 and I got the papers now.
On the papers it is written that my Class consulate or POE is Chennai, India.

My question is, can i apply for visa from London US embassy?

Please reply this is very urgent.

What "papers" are those? What else do they say?

H1B approved papers. it says the POE or Class consulate is Chennai, India.
