ILR Eligibility for Dependent

Hi
I got my British Citizenship through Tier 1 General route. My wife got her first PBS Dependent Visa in May 2012. Entered UK in May 2012. She has been in and out of UK for quite long time. Got her PBS Dependent visa extended in Aug 2014 until Aug 2017. She has last entered UK in Dec 2016 - left UK in Dec 2014 due to maternity.

Trust she needs to be in PBS dependent visa for 2 years for ILR as she came to UK before the July 2012 rule.

Question
Can she apply for ILR today, Jan 2017, even though she came to UK in Dec 2016?
If not, when is the earliest she can apply for her ILR?
