Original documents lost + can't get duplicate IELTS report

Dear All

I applied for the HSMP on 15th Dec 2007. My application reached HO on 18th Dec. HO tried to deduct payment from the credit card on 19th Dec but they could not do so due to some problems in the credit card so they send my application back on the same day i.e 19th Dec 2007. Now, almost one and half month have passed and I have still not received my original documents.

One of my friend suggested me to re-send my application with duplicate documents rather than waiting for the original documents. So when I asked British council to provide me a duplicate result report of IELTS they said they could not issue the copy of IELTS report and that I would have to re-take my IELTS.

could some one please advise me how to proceed further as I have lost my original documents. I can get duplicate License, Transcript and Salary Slips but I can't get IELTS report.

Please advise.
