EEA Permit from Ukraine

Good evening or Morning!

I hope you can help me in a little question. My husband is Spanish and I have visa Tier4 that expires in the end of January 2017. I have next questions:
1) Does my husband HAS TO have European Certificate registration? As according to a law it is enough for hime to be "qualified person" - working. He is working and we have proof. But in the application this section stared and I tend to put "N/A"
2)He receives more than 19 000GBP a year. He is my sponsor and I will obviously put him in the section. Is there is any troubles with this? Can we also put information about some savings?
3) The last question is about field "Are you intended to work?" I insert "no", as under EEA Permit I cannot do it, but I am planning to apply for a residence card and than to find a job. Also, how should i describe my plans?

Can someone with such experience to help me?

Your sponsor doesn't need a Registration certificate to prove that they are a qualified person (However do submit proof they are if they have been in the UK for longer than three months).

There is no financial requirement to sponsor family members of EEA citizens if the EEA citizen is a qualified person.

You do not have to state if you will or won't work when you apply for an EEA family permit and you can work and use it as valid proof of your right to work while it's valid.

Also if you apply for a Residence card as a family member of EEA citizen they should issue you a Certificate of Application which states you have the right to work while they consider your application.

1) RC is optional.
Qualified person sponsor is all that's required.

2) You can add it. There is no financial requirement as such on EU route.
But HO may apply its MET test to see if caseworker agrees hubby is a worker qualified person.

3) You do actually have permission to work if holding a FP.
You may describe your plans as they are and may be, without fear.
