Nationality Checking Service and JCAP

I'm in the process of completing my naturalisation application and I was hoping to do a joint nationality checking service and passport at the same time (NCS and JCAP I believe is what they're referred to).
Unfortunately my local council doesn't do these joint applications, one of like 5 in all of London.

Can anyone tell me if I absolutely need to use my local council for this service or if I can use the services of a neighbouring council?

No. You can apply through any NCS in the country.
