Passport and MN1 reg

Asking for a friend.
After receiving ILR, he has applied for his UK born child MN1 reg, using the forms and sending them directly and hasn't used the NCS.
At what stage can he apply for passport. Is this done after he has received the confirmation certificate or he can apply right now?

He can't apply for his child's British passport until registration is confirmed.
(Casa, not CR001)

Just got confused as the timeline posts for people who have applied through NCS appeared to have applied the passports before receiving the certificate. Guess that is something you could do with NCS.

Even with a JCAP application the passport isn't issued until the local Council have advised the HO that the ceremony has been attended and the HO have then advised the HMPO.
