I have seen a lot of messages in this forum expressing the same "it depends on the case worker" belief. I beg to disagree. While for non-straightforward applications the case worker does need to be the ultimate judge of the outcome of the application, it is your job as the applicant to avoid falling in that situation (trap) as much as possible. Make life easy for the CW, do your homework, and allow as little room for interpretation as possible.
I obviously don't know your specific circumstances, and given the information in the document above you should be able to figure it out. But just wanted to warn you against the trap.
Which means they left room for interpretation and were refused.
