No you cannot. Your visa clearly states you have 'No recourse to Public Funds'.

At the back of my BRP, it is written "No Public Funds".
So, I cannot claim for Housing Benefit, Job-seeker allowance.
How about Council tax exemption for student?

You cannot claim benefits, housing benefit or job seekers.

Only a student can claim council tax exemption. Are you a student??

My husband is a student. I am holding Tier 4 dependent visa.

So, I cannot claim any of the following benefits:
Housing Benefit (X)
Income Support
Working Tax Credit
Child Tax Credit
Pension Credit
Universal Credit
Income-based Jobseeker's Allowance (X)
Income-related Employment and Support Allowance
Disability Living Allowance or Personal Independence Payment.

Am I correct?

Guidance - Public Funds

First link in Google when you search for "Public Funds".

As regards council tax exemption, see this page on the UKCISA website.
