MY BROTHER APPLY FOR ILR SET(M) VIA POST ON 7 OCT 2016 TODAY IS 15 MARCH 2017 STILL WAITING PLZ ANYONE HELP ME WHEN RECIEVED DECISION. HE IS ON SETTLEMENT VISA

It can take a couple of months or it can take many months. If 6 months have passed, he can call for an update. Alternatively, he can ask his MP to help.

Did he apply for ILR based on old pre 9 July 2012 rules?? If so, what is his immigration history?
