Lost of Passport

I am asking this on behalf of a colleague.

What are the steps to be undertaken in case if you loose your Passport as a foreigner in Ireland. I have a friend from Pakistan in this situation with a valid GNIB Card. Please advise.

Please advise your friend to report it to the Garda as soon as possible then contact with Pakistani Embassy.
