Hello,

I am planing to apply for British Citizenship. I know i have to pass English Language Test and Life in UK test.
Citizenship application is also asking for BRP details. My question is:
Do i need BRP even though i am from EEA country (Lithuania) and i have lived and studied in UK for more than 10 years now? If Yes. Could you advise on how to get BRP.
Back in 2006 i did register with Home Office my personal details however i have no documents from Home Office that would resemble BRP or confirm i exist. I am working Full Time. Please ask me for any additional information if that will help to answer my question in detail. Thank you

You need a confirmation of PR card, do you have one?

Ignore the BRP section completely, it is only for those on ILR through UK visa routes.

You will need a document certifying permanent residence, though.

No i dont have PR card i never knew it existed or was needed since i always lived here in UK.

It is not needed, but since 12th November 2015 it has been a requirement if you are applying for naturalisation as a British citizen.

Getting PR card is the only option i have? My ID/Passport has expired will this prevent me from getting PR card? I know i dont need valid ID for citizenship application.
I do have valid and up to date Provisional Drivers licence and driving test booked in July so in theory i will have full UK driving license in July perhaps drivers license can be used for PR Card and/or for citizenship?

PR is nothing to do with having a driving & a license doesn't really help at all.

Have you been exercising treaty rights continuously for 5 years as a qualified person?

Any prolonged absences from UK?

If an A8 national worker were you registered for WRS?

I do not remember if i had to register for WRS i assume i had to because i came to UK in March 2006. I do remember sending my Passport and i think £60/70 to Home Office. However as i understand WRS no longer apply/ needed since 2011 for Lithuanian citizens living and working in UK.

And Yes i have been exercising treaty rights continuously for 5 years and i never left UK for more than 3 weeks (going on Holiday).

Whether or not you registered for WRS fully & properly impacts when you may acquire PR.

How have you exercised treaty rights in UK?
Timeline?
Absences?

Do you have good if not unimpeachable documentary supporting evidence to back your case?

You mean if i can provide Payslips/P45/P60 for the last 5 years? Yes i can. And as i said i had no absences for longer than 3 weeks due to going on holiday so i cant imagine how could i prove this other then payslip.
I claimed tax refunds in the past and statutory benefits like Job Seekers or Housing benefit and also had CRB checks done in the past for employment reasons and never had any problems with any of those.
The only thing i havent done since 2006 is informing Home Office that i have changed jobs (within 30 day period). Would i be prosecuted for this even though WRS no longer needed since 2011?
I still have contract of employment from my previous employer dated February 2012 and contract of employment dated 2011

No, although employer technically committed an offence by taking you on unregistered.

Just crack on and apply for confirmation of PR; earliest possible is now since WRS ended in April 2011.

If successful, privilege of citizenship can follow in 12 months time & holy grail of passport after that.

That's assuming you're not married to a BC so need to be free of immigration time restrictions for 12 months.
Also assumes no Brexit occurs to scupper your plans.

You can see how registering for WRS would have pulled these dates in earlier.

Alright i will apply for PR card asap and my expired ID/Passport wont be an issue?

Can they decline PR card for me? If Yes what could be the reason?
When i get PR card and pass English Language & Life in the UK tests i can proceed to apply for citizenship or i need something more? Thank you

You can ofcourse be refused. Read the forum tales of woe.

If you can't be identified or can't prove residency or have excess absences or pose a health or security risk you could be refused.

If not registered properly for WRS or unexplained gaps in your timeline or otherwise not exercising treaty rights &/or not able to prove it could all trigger refusal.

Read guidance for citizenship as well as for PR ofcourse.
Requirements for both are quite different.

Don't assume its easy or take it for granted.

You need to wait 12 months with PR card so don't apply to naturalise too early (waste of fee).

No, separate laws apply and HO is not a cohesive joined-up kind of operation.
EU PR unit has no apparent interest in citizenship unit and vice versa.

No, EEA don't need a BRP. You have a document certifying PR?

You DO NOT need a BRP card if you have PR on the paper card.
