Refusal of Tier 4 General under 245zv(c)

Dear all,
my brother has recently applied for Tier 4 visa, his application was refused due to maintenance funds.
He has submitted bank statements in his name, showing a balance of £13000 for more than 28 days.
The case worker did not see the name of my brother in the bank statement, and picked part of the street name. (the street is named after a person)
The reason for refusal was that my brother did not demonstrate the relation with the street name and him, and documents to prove that he is his guardian!
Apparently the case worker assumed that the street name was a person.
I would like to know if is it better for him to apply for administrative review or make a new application highlighting his name in the bank statements? As the deadline for him to start at the university if 17th March.
Any advice would be really helpful.

He should speak to the international student adviser at his Tier 4 sponsor tomorrow and ask their advice on both options.

A university has an account manager at the Home Office, and in a case like this where it seems to be a pretty clear error by the Entry Clearance Officer, it may be possible for the sponsor to liaise with the account manager and facilitate an Administrative Review to be decided quickly.

Dear all,
Does anybody know how long does it take between a successful administrative review and contact from the UKVI? My brother has received the decision and the administrative review was successful, he was told in the decision that UKVI will be in touch with him soon about the next steps, and this was 18 days ago, and UKVI have requested the new dates from the university, as he has missed the first intake. The new intake is starting in a couple of weeks.
Any similar experiences about how long it takes approximately?

Sounds like they are waiting for the University. Would suggest contacting the University to ask how their discussion with the UKVI is going about your brother's start date for the course.

As before, your brother needs to sort this out with his Tier 4 sponsor university. He is an adult.

This is not a matter for his his sister to try to solve via online forums!

We finally heard from UKVI about the payment of the HS, and then asked to deposit the passport and a copy of the email to the application centre where he first applied.
To Sah, my brother can ask his own questions, however, he was unable to create an account on this forum due to IP issue during the account creation process. Thanks!
