What is your immigration status and the immigration status of the other parent?

No, child cannot apply to register for British citizenship if either parent DOES NOT have ILR or PR.

Do you have 5 years of exercising treaty rights as an EU citizen in order to qualify for PR and if you were a student, did you have comprehensive sickness insurance??

It depends on when a parent actually automatically acquired PR. Was it before or after child's birth?

If a parent has PR when child was born in the UK, then child is automatically British.

A parent has to show that s/he had aquired PR when child was born.

Should be okay (if a parent acquired PR at a time before the child's birth).

A DWP paper is NOT a paper showing you have PR. What have you got from the Home Office that states you have Permanent Residence?

See also fees.

Child's British citizenship depends on the evidence you provide as to when a parent actually aquired PR, before or after child's birth.

First step is for a parent to apply for confirmation of PR.

If neither parents have acquired PR, then child is not British nor can child be registered as British.

From your posts, you appear to unclear if and when a parent has acquired PR. So, the first step should be getting confirmation that a parent has acquired PR.
